Dr. James Mbiro (PhD, PMP®, PgMP®, PfMP®)
Dr Mbiro is Director of Topslink Consults Pty Ltd and Adjunct Senior Lecturer in Entrepreneurship and Innovation at the Tasmanian School of Business and Economics, University of Tasmania, Australia. He holds a PhD in Management and Commerce and is trio-certified by the Project Management Institute (PfMP®, PgMP®, PMP®), placing him among a select global cohort of senior project leaders.
He consults widely, advising governments, development agencies, and private-sector executives on strategy execution, portfolio leadership, and organisational performance. Combining academic rigour with global advisory experience, he helps organisations deliver complex initiatives that create measurable impact, sustainable value, and strategic advantage. His clients include UNDP, IFDC, AfDB, IFC (World Bank Group), A2N, RUCODE, the Ministry of Agriculture (Tanzania), and NARO (Uganda).
A scholar in project, program, and portfolio management, his research bridges entrepreneurship and sustainability across sectors. He investigates why projects fail, how strategy and supervision drive success, and the dynamics of complexity. His work advances entrepreneurial project management for sustainable outcomes and is published in leading journals, including the International Journal of Project Management (A*), Journal of Modern Project Management, and PLOS ONE.
He is currently supervising three (3) PhD candidates at the University of Tasmania and has supervised a dozen MSc and Honours research projects from the USA, South Africa, the UK, Germany, Kenya, the DRC, Uganda, and Belgium.
